The International Labour Organization was located in Geneva in the summer of 1920 with Albert Thomas as the first director of the International Labour Office (1919-1932), which is the organization's permanent secretariat. Under his strong impetus, it was consolidated in the international arena, and nine international labour conventions and ten recommendations were adopted in less than two years.
