On June 14, 1940, Robert Vansittart and Desmond Morton had met Jean Monnet and René Pleven, members of the French Economic Mission in London, and De Gaulle. They had evolved the outline of a declaration for a Franco-British Union with the object of giving Reynaud some fact with which to carry a majority of his cabinet into the move to Africa and the continuance of the war.
